According to the Customs Code of Ukraine, it is at the stage of customs clearance that:

1. the conformity of the goods is checked (Article 257 of the Customs Code),
2. the customs value is controlled (Articles 49–55 of the Customs Code),
3. restrictions and permits are applied.

This means that customs is not a barrier, but a mechanism for controlling the system.

3. minimize risks.
